The key element for this theme ends with five words that are easy to read past: managing the environment AT DIFFERENT SCALES. Most students treat that as a reminder to mention the words local, national and global somewhere in the answer. ⚠️⚠️ IT IS NOT A REMINDER. IT IS THE CONTENT, AND IT IS THE THING THAT MAKES THIS TOPIC DIFFICULT RATHER THAN OBVIOUS. Here is why. Take any resource problem, whether it concerns water, energy or food, and ask where each part of it actually happens.THE CONSUMPTION HAPPENS SMALL. It is millions of separate decisions, each one of them reasonable on its own, none of them large enough to matter by itself.THE DAMAGE SHOWS UP BIG. Not in the places where the decisions were taken, and often not at the same time either. One large effect, somewhere else. ⭐⭐ AND THE MANAGEMENT HAS TO BE DONE BY SOMEBODY IN BETWEEN, WHO CAN REACH NEITHER END OF IT CLEANLY. They cannot make millions of private decisions for people. They cannot reach across a border to where the damage lands. That mismatch is the whole topic. ⚠️ IT EXPLAINS THE COMMONEST WEAK ANSWER, WHICH IS A LIST OF THINGS INDIVIDUALS COULD DO. Shorter showers, switching things off, wasting less food. Every item true, every item worth doing, and offered as the answer to a problem that is not individual-sized. The honest version of that point is not that individual action is pointless. It is that individual action only becomes large by being multiplied, and multiplying it is itself a management decision taken at a bigger scale. ⚠️ AND IT EXPLAINS WHY A SOLUTION AT ONE SCALE SO REGULARLY CREATES A PROBLEM AT ANOTHER. Secure a supply for one place and you may have changed what reaches the next. Reduce a demand in one country and you may have moved it rather than removed it. ⭐⭐ WHICH IS WHERE SUSTAINABILITY EARNS ITS PLACE, BECAUSE IT IS NOT A COMPLIMENT YOU PAY TO A SCHEME YOU LIKE. IT IS A TEST, AND IT ASKS TWO THINGS: DOES THIS STILL WORK IF IT CARRIES ON, AND DOES IT STILL WORK IF YOU LOOK AT A BIGGER AREA THAN THE ONE IT WAS DESIGNED FOR? Plenty of schemes pass the first and fail the second. Carry three questions through everything that follows: at what scale is this problem, at what scale is this solution, and who has the power to act at that scale?

A city secures its water supply by building a large store upstream. Inside the city the problem is solved. Downstream, communities receive less than before. What does this show about managing at scale?

  • That a solution is designed for the area whose authority built it, so the effects that fall outside that boundary are nobody in particular's responsibility to weigh
  • That building water stores is generally a poor way to manage supply
  • That the city should have used less water instead
  • That nothing can be done about resource problems at any scale

Two that follow from mismatched scales

  • The level in between matters most in practice, because it is the only one that can multiply small decisions deliberately rather than hoping they add up
  • Judging a scheme means asking whether it still works when you look at a bigger area than the one it was designed for
  • Individual action can be ignored, since no single household changes anything measurable
  • Only international agreements are capable of solving resource problems

Weighing a management option honestly

Questions on this theme tend to give you a resource problem and a possible response, and ask how far it is a good way of managing the situation. ⚠️ AND THE COMMONEST ANSWER IS A LIST OF ADVANTAGES AND DISADVANTAGES THAT DECIDES NOTHING. A shape that works on any scheme you are shown. ⭐⭐ SAY WHAT SCALE THE PROBLEM IS AT, AND WHAT SCALE THE SCHEME IS AT. If they do not match, you have already found the most important thing in the question, and almost nobody writes it down. SAY WHO HAS THE POWER TO ACT AT THAT SCALE. A household cannot regulate. A city cannot reach across a border. An agreement between countries cannot compel anybody. Each of those limits is a fact about the scheme rather than a complaint about it. SAY WHO GAINS, AND WHERE.THEN SAY WHO BEARS SOMETHING, AND WHERE, BECAUSE THIS IS THE HALF THAT GETS LEFT OUT. Effects that fall outside the boundary the scheme was designed for are still effects, and nobody inside it is responsible for weighing them. APPLY THE SUSTAINABILITY TEST PROPERLY, IN BOTH ITS PARTS.DOES IT STILL WORK IF IT CARRIES ON FOR A LONG TIME? AND DOES IT STILL WORK IF YOU LOOK AT A BIGGER AREA THAN THE ONE IT WAS BUILT FOR? A SCHEME CAN PASS ONE AND FAIL THE OTHER. THEN JUDGE, AND SAY WHAT WOULD CHANGE YOUR JUDGEMENT. ⚠️ THREE HABITS THAT COST MARKS HERE. ⚠️ THE FIRST IS THE LIST OF THINGS INDIVIDUALS COULD DO. Offered as the answer to a problem that is not individual-sized, it reads as though the scale question was never noticed. ⚠️ THE SECOND IS USING SUSTAINABLE AS A COMPLIMENT.IT IS A TEST WITH TWO PARTS AND AN ANSWER THAT APPLIES IT IS WORTH FAR MORE THAN ONE THAT AWARDS IT. ⚠️ AND THE THIRD IS REACHING FOR A FIGURE OR A PLACE YOU ARE NOT SURE OF. A remembered statistic or a half-remembered scheme costs more than it adds, and this topic can be argued entirely from the structure: who consumes, where the damage lands, and who has the power to act in between. One more thing. People disagree about these decisions for reasons that are not foolish on either side, and an answer that cannot state the other view fairly will not be trusted with a judgement.

One river, three levels of decision

Take a river that several communities depend on. No names, because the shape of this is the same wherever it happens. Upstream there are farms. Midstream there is a city. Downstream there are smaller settlements, and beyond them a wetland that a great many living things depend on. In a dry year there is not enough water for everything everyone wants to do with it.START AT THE SMALL SCALE. EACH FARMER DECIDES HOW MUCH TO TAKE FOR THEIR CROPS. Every one of those decisions is reasonable. A farmer who takes less than their neighbours grows less and earns less, and has not measurably improved the situation downstream. ⚠️ SO THE SENSIBLE INDIVIDUAL CHOICE AND THE SENSIBLE COLLECTIVE CHOICE POINT IN DIFFERENT DIRECTIONS, AND NO FARMER CAN FIX THAT ALONE BECAUSE IT IS NOT A PROBLEM ABOUT ANY ONE OF THEM.NOW THE MIDDLE SCALE. THE CITY CAN ACTUALLY DO SOMETHING, AND IT HAS SEVERAL OPTIONS THAT ARE GENUINELY DIFFERENT IN KIND. It can build something to store water, which secures its own supply and changes what continues past it. It can price water so that using more costs more, which changes a great many private decisions at once without deciding any of them. Or it can regulate how much may be taken, which is faster and harder to enforce. ⭐⭐ NOTICE WHAT THE CITY HAS THAT NOBODY UPSTREAM HAS. IT CAN MULTIPLY SMALL DECISIONS ON PURPOSE INSTEAD OF HOPING THEY ADD UP. THAT IS THE POWER THIS LEVEL HAS, AND IT IS THE REASON THIS LEVEL EXISTS. ⚠️ AND NOTICE WHAT IT DOES NOT HAVE. ITS AUTHORITY STOPS AT ITS OWN EDGE. THE WETLAND IS BEYOND THAT EDGE. NOBODY WHO VOTES IN THE CITY LIVES IN IT.SO THE LARGE SCALE. IF THE RIVER CROSSES A BORDER, THE ONLY THING THAT COVERS THE WHOLE OF IT IS AN AGREEMENT BETWEEN THE AUTHORITIES ON EITHER SIDE. That agreement can cover the area the problem actually occupies, which nothing else here can. ⚠️ AND IT HOLDS ONLY WHILE BOTH SIDES KEEP TO IT, BECAUSE THERE IS NOBODY ABOVE THEM TO MAKE THEM. ⭐⭐ NOW THE POINT OF THE WHOLE EXAMPLE. EVERY ONE OF THOSE DECISIONS WAS SENSIBLE FOR WHOEVER TOOK IT. THE DIFFICULTY DID NOT COME FROM ANYBODY BEHAVING BADLY. IT CAME FROM THE PROBLEM BEING A DIFFERENT SIZE FROM EVERY AUTHORITY AVAILABLE TO SOLVE IT. Write that sentence about a scheme in an exam and you are doing the analysis the question wanted.

Order how to judge a management scheme

  • State the scale the problem is at and the scale the scheme is at, and say whether they match
  • Say who has the power to act at that scale, and what that limits them to
  • Say who gains from the scheme, and where they are
  • Say who bears something as a result, including anyone outside the boundary it was designed for
  • Apply the sustainability test in both parts: does it last, and does it survive a wider frame
  • Reach a judgement, and say what would have to change for that judgement to change

A student describes a scheme as sustainable because it uses a renewable source of energy. What has been missed?

  • That sustainability is a test rather than a label, and it asks both whether the scheme can carry on and whether it still works when a wider area is considered
  • That renewable sources are not actually sustainable
  • That the cost of the scheme was not mentioned
  • Nothing: using a renewable source is what sustainable means

Three schemes to weigh

Three student answers about managing a resource. The geography in each is sound, and the reasoning is what needs work.

  • Asked how a country might reduce its water use, a student lists eight things households could do. Every one is accurate. Why does it not score well?
  • An answer praises a scheme as sustainable because it will still be working in fifty years, without considering the area beyond it. What would you add?
  • An answer condemns the people downstream of a scheme for objecting to it, saying the scheme benefits far more people overall. How would you improve it?

Explain a resource problem at the right scale

Choose ONE resource: water, energy or food. Explain why managing it is difficult, and evaluate how well it can be managed at different scales. Either judgement can earn full marks if your reasoning supports it.

  • Open by saying at what scale the consumption of your chosen resource happens, and at what scale the damage or shortage appears
  • Explain why that mismatch is what makes the problem difficult, rather than anybody behaving unreasonably
  • Describe what can be done at the small scale, and say honestly what it can and cannot achieve on its own
  • Describe what the middle scale can do that neither smaller nor larger levels can, naming building, pricing or regulating
  • Explain what an agreement covering a larger area adds, and what it depends on that a national decision does not
  • Apply the sustainability test in both its parts to at least one option you have described
  • Reach a judgement, say what would change it, and argue from the structure rather than from any place name or figure you are not certain of
