This row does something that looks like an accident. It puts tectonic hazards and coastal hazards together, and then your specification tells you to choose ONE of them. So why are they in the same place at all? ⭐⭐ BECAUSE THEY ARE THE SAME PROBLEM, AND SEEING THAT MEANS YOU ONLY HAVE TO LEARN ONE WAY OF THINKING FOR WHICHEVER OPTION YOU SIT. Here is the thing they share, and it sounds obvious until you follow it through. ⚠️⚠️ YOU CANNOT SWITCH EITHER OF THEM OFF. Nothing anybody builds will stop a plate moving. Nothing anybody builds will stop the sea existing, or stop storms arriving. The event is going to happen, and no decision taken by any government, engineer or community changes that. ⭐⭐ WHICH MEANS SOMETHING VERY USEFUL. NOT ONE MANAGEMENT DECISION IN EITHER THEME IS AIMED AT THE EVENT. EVERY SINGLE ONE IS AIMED AT WHO AND WHAT IS IN THE WAY OF IT. Read a list of hazard responses with that in mind and they stop being a list. A sea wall does not calm the sea; it puts something between the water and the land. A building designed to sway does not reduce the shaking; it changes what the shaking does to the people inside. An evacuation drill changes nothing whatsoever about the event and a great deal about how many people are standing in front of it.SO THERE ARE REALLY ONLY FOUR THINGS ANYBODY CAN DO, AND THEY ARE THE SAME FOUR IN BOTH THEMES. PREDICT, so people know it is coming. PROTECT, by putting something in the way or building things that survive. PREPARE, so that when it happens people know what to do. And KEEP PEOPLE OUT OF THE WAY IN THE FIRST PLACE, by controlling what gets built where. ⚠️ THAT LAST ONE IS THE CHEAPEST RESPONSE THERE IS AND ALMOST NOBODY MENTIONS IT IN AN ANSWER. EXPOSURE THAT IS NEVER CREATED NEVER HAS TO BE PROTECTED, REBUILT OR EVACUATED. It also explains a pairing that otherwise looks like two separate lists to memorise. Hard engineering against soft engineering on the coast is the same argument as build-to-resist against plan-to-evacuate for earthquakes. In both cases the question is whether to stand in the way of the process or to work around it.CARRY ONE QUESTION THROUGH EVERYTHING THAT FOLLOWS: IS THIS TRYING TO CHANGE THE EVENT, OR TO CHANGE WHAT THE EVENT DOES TO PEOPLE? IT IS ALWAYS THE SECOND.

Four things management can actually change

The same four responses appear in both themes, because both hazards are events nobody can prevent. Notice that each one fails in a different way.

Find what no decision can alter

Protecting, or moving

A community is told that a structure protecting its shoreline would cost more than the buildings it defends. Some argue it should be built anyway. What makes that a real argument rather than a weak one?

  • Because what is at stake is not only the value of the buildings: it includes homes people did not choose to put at risk, and a place that continues to exist as a community
  • Because a shoreline should always be defended wherever people live
  • Because structures usually turn out cheaper than first estimated
  • Because the sea can be stopped permanently if the structure is built well enough

Five words for hazard management

Five terms, each defined by what it is. The middle two are the pair that makes the whole topic make sense.

Match each response to what it changes

  • Building a structure along a stretch of shoreline
  • Designing buildings to sway rather than to resist
  • Practising an evacuation routine regularly
  • Refusing permission to build on a low-lying strip
  • Restoring a natural feature that absorbs the energy of waves
  • Puts something between the water and the land, and has to be maintained for as long as it stands
  • Leaves the shaking exactly as it was and changes what the shaking does to the people inside
  • Alters nothing about the event and a great deal about how many people are still in front of it
  • Stops exposure being created at all, which no later response can achieve as cheaply
  • Works with the process instead of blocking it, and keeps changing shape as conditions do

Two that follow from targeting exposure

Select the TWO statements that follow from no response being able to prevent the event itself.

  • The same four kinds of response appear in both themes, so learning them once covers whichever option you sit
  • Controlling what gets built where is a hazard response, even though nothing is constructed and no warning is issued
  • A well designed structure can remove a coastal hazard permanently

Judging a hazard decision

Your specification treats hazard management as a decision and a judgement rather than a list, which means the marks are for weighing rather than for naming. ⚠️ AND THE COMMONEST ANSWER NAMES FOUR RESPONSES, SAYS EACH HAS ADVANTAGES AND DISADVANTAGES, AND DECIDES NOTHING. A shape that works on either option. ⭐⭐ START BY SAYING WHAT THE RESPONSE IS ACTUALLY TARGETING, WHICH IS ALWAYS THE EXPOSURE RATHER THAN THE EVENT. Saying so in one sentence puts you ahead of most answers immediately, because it shows you know what kind of thing you are evaluating. THEN SAY WHO IT PROTECTS, AND WHO IT DOES NOT. A structure protects what is behind it. A warning protects people who receive it, understand it and can move. Neither protects everybody. ⭐ THEN SAY WHEN IT FAILS, BECAUSE EVERY ONE OF THEM FAILS DIFFERENTLY AND THAT IS THE MOST USEFUL THING YOU CAN KNOW. A structure fails when the event is bigger than the design assumed. A warning fails when it is too late or not believed. A drill fails when nobody has practised. Planning control does nothing about what is already built. THEN SAY WHAT IT COSTS AND WHO PAYS, remembering that maintenance is a permanent cost rather than a one-off one. ⭐ THEN JUDGE, AND SAY WHAT WOULD CHANGE YOUR JUDGEMENT. A conclusion whose conditions you can state is reasoned; one that nothing could alter is a preference. ⚠️ THREE HABITS THAT COST MARKS HERE. ⚠️ THE FIRST IS TREATING A LABEL AS AN ANSWER. Calling something hard or soft engineering sorts it into a box and says nothing about what it changes or who it helps. ⚠️ THE SECOND IS FORGETTING THAT PROTECTION IS PERMANENT WORK. A structure is not a solved problem; it is an ongoing commitment, and an answer that treats building as the end of the story has missed the expensive part. ⚠️ AND THE THIRD IS REACHING FOR A FIGURE OR A DISASTER YOU HALF REMEMBER.A COST, A DEATH TOLL, A MAGNITUDE, A DATE. IF THE QUESTION SUPPLIES THEM, USE THEM. IF NOT, ARGUE FROM THE STRUCTURE, WHICH IS WORTH MORE AND CANNOT BE WRONG. And write about the people involved as people. Nobody chooses where they were born, and communities in hazardous places are not there through carelessness.

Two coasts, two honest answers

Two stretches of coastline, both losing ground to the sea at a similar rate. The same question is asked about each: should a structure be built to hold the line? And the honest answer is different in the two places, for reasons that have nothing to do with the sea.THE FIRST STRETCH HAS A TOWN BEHIND IT. Houses, a road that other places depend on, businesses, a school. Here the argument for building is strong, and it is not simply that there is more to lose. It is that what would be lost includes things that cannot be moved and things that are not really property at all: people's homes, and a community that exists because those people live near each other. ⚠️ AND THE ARGUMENT AGAINST IS STILL REAL. THE STRUCTURE WOULD NEED MAINTAINING FOR AS LONG AS ANYBODY WANTED THE TOWN THERE, WHICH IS A COST THAT NEVER ENDS. IT MAY ALSO CHANGE WHAT HAPPENS ALONG THE COAST BEYOND IT.THE SECOND STRETCH HAS FIELDS BEHIND IT, AND ONE TRACK. Here the same structure would cost the same and protect far less, and the money would come from the same public purse that the town's defence would come from. Many people argue that the right answer is to let this stretch change, and to spend on the place where more is at stake. ⚠️ AND THE ARGUMENT AGAINST THAT IS ALSO REAL, because somebody farms those fields, and being told your land is not worth defending is a hard thing to be told even when the reasoning is sound. ⭐⭐ NOW THE POINT OF THE WHOLE COMPARISON. THE SEA IS DOING EXACTLY THE SAME THING IN BOTH PLACES. NOT ONE FEATURE OF THE DECISION IS ABOUT THE SEA. What differs is what is in the way: how much, how movable, and how much it matters to the people whose lives are attached to it. ⚠️ AND THAT IS WHY A GOOD ANSWER NEVER BEGINS BY DESCRIBING THE WAVES. IT BEGINS BY DESCRIBING WHAT IS BEHIND THEM.THE SAME COMPARISON WORKS EXACTLY AS WELL ON THE TECTONIC OPTION. TWO SETTLEMENTS THE SAME DISTANCE FROM THE SAME MOVING GROUND WILL STILL NEED DIFFERENT ANSWERS, BECAUSE WHAT IS BUILT THERE, HOW IT IS BUILT, AND WHO CAN MOVE QUICKLY ARE ALL DIFFERENT. THAT IS THE WHOLE REASON THESE TWO THEMES SIT IN ONE ROW.

Order how to judge a hazard response

Put these six moves into the order that turns a list of responses into a judgement.

  • Say what the response is actually targeting, which is the exposure rather than the event
  • Say who it protects, and who it leaves unprotected
  • Say when and how it fails, since each kind of response fails differently
  • Say what it costs and who pays, counting maintenance as a permanent cost
  • Compare it with at least one other response on the same terms
  • Reach a judgement, and say what would have to be different to change it

Three decisions to weigh

Three student answers on managing a hazard. The geography in each is accurate, and the reasoning is what needs work.

  • An answer lists four management responses, calls two of them hard engineering and two of them soft, and concludes that a mixture is usually best. Why does it not reach the higher bands?
  • An answer argues that a structure has permanently solved a settlement's problem, since it has held for many years. What is missing?
  • An answer explains that a community should simply move away from a hazardous area, without considering anything else. How would you improve it?

Explain how one hazard should be managed

Choose ONE hazard from the option you study, either tectonic or coastal. Explain why the event itself cannot be prevented, and evaluate how it should be managed. Either conclusion can earn full marks if your reasoning supports it.

  • Open by explaining why no response can prevent the event, and what that means about what management is actually for
  • Describe at least three of the four kinds of response: predicting and warning, protecting and building, preparing and practising, and keeping exposure out
  • For each one, say what it changes, who it protects, and who it leaves unprotected
  • Explain when and how each one fails, since they fail in different ways and at different times
  • Say what the protection option costs over time, treating maintenance as a permanent commitment rather than a one-off
  • Reach a judgement about which response or combination you would support, and give the reasoning rather than asserting it
  • Finish by saying what would have to be different for your judgement to change, and avoid any figure or named event you are not certain of
